Doesn't have a car park, bike parking is free in either Bootham Row car park or on Picadilly opposite the NCP, both have bars to lock your bike to if you wanted to, personally I never bother even putting a lock on mine but that is generally during the day.
If you take a car then parking after 6pm is £2 for non-residents I believe.
Don't come into York on the A1079 as the junction with the inner ring road is closed. A19 past the Lighthorseman is probably the best option then when you hit the one way section just follow it back round and turn left at the Postern Gate Pub/Hotel jobby. This puts you on Picadilly where there is on street car (paid)/bike (free) parking and its just a short 5 min walk into the City Centre.
